COVID-19 e a crise da ordem liberal
aceleração do tempo histórico e mundo pós-ocidental

O estudo analisa os impactos da pandemia da COVID-19 sobre a ordem hegemônica dos Estados Unidos na perspectiva da Economia Política Internacional. Argumenta-se que a crise atual acelera tendências de longo prazo, marcadas pela transição sistêmica do capitalismo histórico. As dinâmicas de crescimento desigual apontam para o ressurgimento do Leste Asiático, em particular a China, como pólo dinâmico da economia mundial. Apresenta-se a evolução da ordem liberal e o processo de erosão pós-crise de 2008, debatendo a emergência de novos desafios e modelos alternativos à agenda tradicional de globalização. Argumenta-se que o momento de desordem precede a pandemia e significa um ponto de choque entre diferentes estágios históricos de acumulação de capital. As diferentes reações à crise da COVID-19 representam sintomas de modelos distintos de economia política, que ficam evidentes no contraste entre a financeirização pós-industrial dos Estados Unidos e o desenvolvimento sinérgico do capitalismo produtivo no Leste Asiático. O estudo aponta que a resposta unilateral do governo Trump e o relativo sucesso dos países asiáticos à COVID-19 aceleram dois processos simultâneos: o declínio hegemônico dos Estados Unidos e a busca da China em apresentar alternativas para a construção da ordem pós-Ocidental.
