Policy priorities on the Presidential Rhetorical Agenda
the beginning of Lula's third term

The 2022 Brazilian presidential elections attracted the attention of many eyes around the world. The fierce dispute between candidates Bolsonaro and Lula, in a political and social scenario marked by polarization, an aggressive tone and frequent threats to the electoral and democratic system, confronted much more than two opposing government agendas. From the theoretical lens of the government agenda, in particular the rhetorical agenda, this study seeks to analyze the formation of priorities of President-elect Lula from six documents: Government Plan registered at the TSE; Victory speech; of diplomacy; the two inaugural speeches (the first, internal, made in the National Congress and the second addressed to the people at the “Palácio do Planalto”); and in the Message to the National Congress. The analysis of these documents will bring a picture of President Lula's priorities in his third term, and the democratic recovery and promotion of public policies in the country.
