Analysis of the impact of the Fundão dam failure on the socioeconomic and sustainable indicators of the affected municipalities

The rupture of the ore tailings dam that occurred on November 5, 2015, in the city of Mariana, in Minas Gerais, was one of the biggest ecological disasters in the history of Brazil. About 45 million cubic meters of tailings were discharged into the environment, with no prospect of mitigating the environmental impact by the dam maintainer, which confronts the bureaucratic sustainability criteria imposed by the federal, state and municipal governments. In view of this scenario, the objective is to analyze the impact of the dam rupture on the socioeconomic and sustainability indicators of the municipalities in Minas Gerais directly affected by the tailings, as opposed to those not located nearby. By using the factorial analysis methods for agglutination of the variables and the tests of propensity scores and differences in differences for the comparative analysis between the municipalities, it was possible to perceive that the per capita GDP is much lower among the affected municipalities, which shows a low local development among them. Furthermore, these municipalities have a higher concentration of families with an income of up to ½ the minimum wage and less financial compensation for the use of water resources. In order to support theoretical and empirical discussions on the management of municipalities affected by tailings from the Fundão dam, the present work becomes relevant when comparatively analyzing the socioeconomic indicators between the municipalities affected (treated) and all others in Minas Gerais (control), in order to contribute to the identification of critical points of municipal development over the years.
