El "casi" golpe de Estado: la Organización de Estados Americanos y Paraguay en 1996

Resumen

Históricamente, en Ciencias Políticas y Relaciones Internacionales, pocos estudios han movilizado factores internacionales para ayudar al proceso de transición, consolidar la democracia y reaccionar ante las amenazas democráticas en América Latina. Este artículo analiza el papel de la Organización de los Estados Americanos (OEA) en estos procesos de protección democrática en la región. En este sentido, se discute el papel de la OEA en el caso de la crisis democrática del gobierno de Wasmosy (1993-1996), argumentando que dicha acción sustantiva demostró una contradicción en la acción de la OEA y diagnosticó limitaciones en la Resolución 1080, un instrumento institucional de protección democrática en ese momento. La circunstancia política en Paraguay demostró la contradicción de un régimen internacional de protección democrática curativa, que actúa después de un golpe confirmado, en una situación de acción preventiva, cuando el golpe no ocurrió, pero necesitaba ser combatido.
