Electoral cycles in local governments
an analysis of municipal competence in sanitation services

The basic sanitation sector faces various challenges related to achieving environmental goals, improving social conditions, optimizing economic resources, provider competency, regionalization processes, and political factors due to the role of public managers in resource management. This study aimed to analyze the effects of electoral cycles and other determinants on local governments' operating expenses of water supply and sanitation services. We used data from the National System of Information on Sanitation and panel data modeling to analyze the period from 2012 to 2020, including three municipal elections (2012, 2016, and 2020). The results reveal the presence of electoral political cycles in local governments, with small municipalities showing higher average spending on sanitation than large municipalities. These findings contribute to understanding the national scenario of basic sanitation services in Brazil, especially in the context of discussions on competency and regionalization of these services, assisting in formulating of public policies.
