Abstract

The article examines a decision-making process regarding the attempt to transfer the EE-11 Urutu armored personnel carrier, manufactured by the Brazilian company Engesa-Engenheiros Especializados, to Canada, between 1974 and 1976; that is, within the global framework of the so-called era of Détente. In theoretical-methodological and empirical terms, the article is the result of research and documental analysis, with Brazilian diplomatic sources, recently declassified by the National Archives. The article is influenced by the focus on the Latin America’s Cold War, by monographic studies on international security and the studies of Brazilian foreign policy. Inferences based on evidence are presented as contributions to the specific academic debate.
