Abstract

Urban planning is a public policy and needs to be analyzed as such. This paper aims to contribute to the urban planning public policy debate, for which it relates the bibliography of public policy management and urban planning. It is the territory that permeates relations and disputes. Building a theoretical framework in light of these two areas aims to consolidate the analysis of the public policy cycle as a tool to understand the main obstacles encountered in urban planning, the formulation of the public agenda and the proposition of arrangements and plans.
